Howard College Launches Open Roads Promise Program to Expand Access to Higher Education in Rural Communities

Howard College is proud to announce the launch of the Open Roads Promise, an innovative program designed to increase access to tuition-free college education for students across rural communities. The initiative aims to remove financial barriers and support high school graduates as they pursue associate degrees or certificates at Howard College, preparing them for high-demand, well-paying careers.

Through the Open Roads Promise, eligible graduating seniors will have the opportunity to earn their degrees or certificates without any out-of-pocket tuition costs or fees. The program also includes dedicated support services, mentorship, and workforce development opportunities to help students thrive in college and beyond.

“The Open Roads Promise is about giving our students an affordable pathway to higher education,” said Dr. Cheryl Sparks, president of Howard College. “This initiative has the power to transform the landscape of higher education in our region. With strong community support, we can attract more students, ensure their success, and pave the way for a prosperous future across the rural counties we serve.”

The launch of the Open Roads Promise is made possible by generous funding from the Greater Texas Foundation, Ascendium, and other contributors, with additional support from Economic Mobility Systems and community partners.

In its first year, the program will collaborate with participating high schools in Dawson, Glasscock, Howard, and Martin counties. Eligible seniors who enroll at Howard College will benefit from a last-dollar scholarship, covering remaining tuition and fees after federal, state, and other scholarships are applied.

“The Open Roads Promise reflects our deep commitment to ensuring that every student has a clear and accessible path to higher education, regardless of their background or financial situation,” said Adrian Calvio, Secretary of the Howard College Board of Trustees. “Together with our partners, we’re creating opportunities that will positively impact our region’s prosperity for generations to come.”

According to the Texas Higher Education Coordinating Board, only 20% of high school graduates in the area have completed a postsecondary credential or degree required for skilled, high-demand jobs. By increasing access to college, the Open Roads Promise aims to significantly boost this percentage and drive economic growth across rural Texas communities.

To be eligible, seniors at participating high schools must submit a “Promise Pledge” by May 15, 2025. Additional requirements include completing financial aid and college applications by priority deadlines, along with meeting academic and attendance standards.

With over 70 associate degree and certificate programs available, Howard College is ready to support students as they embark on their educational journeys. The Open Roads Promise will ensure that once financial aid is applied, remaining tuition and fees are fully covered, making college a reality for students who otherwise might not have the means to attend.
